Abstract

This report assesses the role that nuclear energy can play in supporting the transition to a low-carbon energy system. It begins by considering the greenhouse gas emissions from the full nuclear fuel cycle, reviewing recent studies on indirect emissions and assessing the impact that nuclear power could make in reducing greenhouse gas emissions. The report provides estimates of the construction rates that would be needed to meet the projected expansion of nuclear power foreseen by many energy scenarios published by international organisations. It then assesses the economic, technical, societal and institutional challenges represented by such an expansion to identify the most significant barriers. The capacity of nuclear power plants to operate in an electricity system with a large share of renewables, and the impact of smart grid technologies are also examined. Finally, long-term prospects for nuclear energy are discussed in terms of development of new reactor and fuel cycle technologies, non-electric applications and new operational and regulatory constraints that could arise as a consequence of climate change.

Abstract

Outlining important policy requirements for Bangladesh to become an upper middle-income country, the book presents research work conducted during the project “Changing Labor Markets in Bangladesh: Understanding Dynamics in Relation to Economic Growth and Poverty,” sponsored by the International Development Research Center (IDRC), Canada. Bangladesh has experienced remarkable economic growth rates over the last decade. The country has recently been upgraded from a low-income country (LIC) to a lower-middle-income country (LMIC) as per the World Bank’s classification system. By 2024, the country also aspires to graduate from the United Nation’s list of least developed countries (LDC). The 7th five-year plan sets an ambitious target of 8 percent growth in GDP by 2020. There are also steep development targets to be achieved under the Sustainable Development Goals (SDGs) by 2030. All these will require an enormous leap forward from the current level of economic growth rate and sustaining it in the future. The situation also calls for considerable structural change in the economy, facilitating large-scale economic diversification. Rapid expansion of labor-intensive and high-productivity sectors, both in the farm and nonfarm sectors, is thus crucial for Bangladesh. Further, this should take place in conjunction with interventions to enhance productivity, jobs and incomes in traditional and informal activities where there are large pools of surplus labor. Given its relevance for Bangladesh and applicability to many other developing countries, the book offers a unique and pioneering resource for researchers, industry watchers as well as policy makers.

Best practices from around the world have proven that holistic Energy Master Planning can be the key to identifying cost-effective solutions for energy systems that depend on climate zone, density of energy users, and local resources. Energy Master Planning can be applied to various scales of communities, e.g., to a group of buildings, a campus, a city, a region, or even an entire nation. Although the integration of the energy master planning into the community master planning process may be a challenging task, it also provides significant opportunities to support energy efficiency and community resilience by increasing budgets for investments derived from energy savings, by providing more resilient and cost-effective systems, by increasing comfort and quality of life, and by stimulating local production, which boosts local economies. The Guide is designed to provide a valuable information resource for those involved in community planning: energy systems engineers, architects, energy managers, and building operators. Specifically, this Guide was developed to support the application of the Energy Master Planning process through the lens of best practices and lessons learned from case studies from around the globe. The Guide introduces concepts and metrics for energy system resilience methodologies, and discusses business and financial models for Energy Master Plans implementation. This information can help planners to establish objectives and constraints for energy planning and to select and apply available technologies and energy system architectures applicable to their diverse local energy supply and demand situations. This Guide is a result of research conducted under the International Energy Agency (IEA) Energy in Buildings and Communities (EBC) Program Annex 73 and the US Department of Defense Environmental Security Technology Certification Program (ESTCP) project EW18-5281 to support the planning of Low Energy Resilient Public Communities process that is easy to understand and execute.
